From what i understand its to raise awareness of ideas and stuff using pop culture iconography. Like it says in the OP, Wonder Womans inclusion was for female empowerment, something the characters been about for a long time.

The OP says fictional characters are in these positions and its not uncommon for the UN to do so, im looking into it and it does appear to be a standard, hell Tinker Bell was one in 2009, this is nothing new.
There's only been 3 other fictional ones from what I can tell
