Talking to someone with abuse and neglect problems but can't call 911

I'm talking to someone on kik who has a terrible life because she gets bullied at school all the time and her parent are abusive and I don't know how to help, I've never felt more useless in my life.
She was born with a walking problem and she broke her ankle due to bullying and her parents don't help her and she can't reach a phone to call 911 for neglect, I really need help.
Shes using a kindle so she can't call the police and I am out of ideas on how to help her.

(The reason why this isn't in fast threads is because I want serious responses)
