Welcome to another tut by KnowEtAwl, if you have any questions, complaints or see any errors post a comment, your feedback is welcome.
What you will need...
A microphone
Audacity
Step 1: Recording
Download and load audacity (found at www.audacity.sourceforge.net) and hit file/new. Then hit the red circle on the top right. Then you talk in your microphone to record. When done hit the red square to stop recording
Step 2: Pitched
Now hit control+a on your keyboard and the thing you just recorded should now be highlited in blue. Now click on effects/change pitch. Then depending on your voice change your pitch, I change the pitch by about -18%.
Step 3: Filterz and Stuff
Now go back to efects but now hit FFT Filter and you should see a blue line on a popup window. drag the line all the way up and click at the middle (skinny blue line) and part of the line should move down> Looking like a ramp or side of a hill. Then go to effects and select High Pass Filter, keep it at it's default (1015) and hit ok. Do this step a couple of times.
Step 4: Cleaning Up
If your sound gets too loud then go back under High Pass Filter and hit ok.
Step 5: In the game
If you want to have this file into the game for a Combine sound you have to replace your existing sounds. Under your garrysmod folder go under the sound folder (if not created create it). And create a folder called npc and another one called metropolice. To find the sound names to overwrite go over to the Gmod Wiki and onto Half Life 2 Soundlist. (Found at http://wiki.garrysmod.com/?title=Half-Life_2_Sound_List) and scroll down to metro police (http://wiki.garrysmod.com/?title=Half-Life_2_Sound_List#Metro_Police). Then while ingame spawn a metropolice and see if it works.

post some examples
it doesn't sound combine to me.
Sound like normal radio something, but not combine.
Sounds about as combine-y as Barney only less Combine-y.

Okay... I'll post some when I get home, I'm away on a laptop...

Maybe I did something wrong, I'll look it over and test it when I get back home.

IT TOTALLY IS D00D L00K IN TEH SOMETHING DICTIONARY, IT MEANS OF OR RELATING TO THE COMBINE HURR DURR
Whatever. It did fit this one rap song I did. After adding echo to it, it sounded like a hype man.
An example would be nice.
The Combine sound goes through some distortion effects as well as compression, what you're doing is just compressing the sound.

Thanks, fixed

Thanks for clearing that up...

Good idea, I'll try to work on that, but dont hold your breath on it...
I'll try it out but it doesn't look like it's gonna work according to comments.
Goddamn I posted in a bump. Please forgive me.
I did this following a video, and it sounded Way too sharp. How do you get it to sound like the combine in the Vae Victis Series. Its MUCH deeper. Also in Dr. Kliener's Adventures in science, same thing, sounds great.
EDIT
I used a bass boost and it worked... anyone know what other effect was used?
EDIT2
Experimenting, Click removal seems to help a bit if you adjust the threshold enough.
Recommended:
Make a youtube video on this then get back to us.
I tried this myself. I found that if I lowered the pitch more (-5 semitones) then bass boosted it (400Hz & 12dB) and then used the FFT Filter and High Pass Filters it sounded the closest. Not exact, but close.
Someone needs to whip up (or find) a vocoder for this.
