i imagine this is what it's like to listen to english as a foreign language. is this some kind of fucked-up dialect or something?

The worst I've ever heard were lads from Glasgow on XBL back when I used to play CoD4. My friend randomly became very good friends online with a lot of Scottish lads, and when we'd be in party chat, I wouldn't have a fucking clue what was going on, it'd just be like "(unintelligible sentence) John?" and I'd panic and be too embarrassed to ask them to repeat the question so I'd just make some excuse and log off.
