I once focussed a 55 W Fiber-Laser onto a razor-blade and cut a hole into it within a few seconds. Waist was around 70 µm. To the video: Using a 200 W Laser and having an open "cut area" - and they are just wearing goggles? I assume it's a CO2 laser (as nearly every industrial cutting laser is) at 10 µm. The straylight of it can easily burn the skin. I'd put a protection-chamber around it. For the 55 W Fiber-Laser I used (~ 1064 nm), the Stray-Light (onto the razor-blade) felt warm to hot in a distance to 1 m. The whole room got "shiny" (if you observed everything through a special camera).

It's a some kind of cookie thing, not a steel plate.

Imagine it in a rifle that shoots through you. It will be quick and painless for the first few seconds. You won't even bleed because it burns the tissue around the injury.
