I'd still say bandanas/balaclavas are more feasible if we'll end up in a point where such means are necessary.
For real though, I'm not sure dazzle paint on your face would do anything other than make you look like you put dazzle paint on your face.
The problem with these is that the software will be updated to read trough these. Love the guy with the actual pixels painted on his face though

It gets even better; the people who created CV Dazzle tested it on Facebook's phototagger, nothing else.
Plus in the ~authoritarian~ Watch_Dogs future where this would apply they'd just arrest you for purposefully avoiding the technology. I mean, at least wear a balaclava so you can have plausible deniability.

A fake nose/cheeks would probably also work. And most people wouldn't notice if you were decent at makeup.

I used to have a baseball cap with high intensity IR LED's pointing outwards and upwards from the brim at all angles, so my face would just be a white intense blur that would blow out the white balance in most digital security cameras.

Also I'm pretty sure that if the camera detects a human 'shape' moving but is unable to get a match that it gets forwarded to a person to check out and it'll make it look like your trying to hide something, basically it's more trouble than it's worth really
