Isn't that pretty much what nuclear weapons could do? Personally I'm glad of them, it makes countries think twice for going to war with each other.

Nuclear bombs destroy everything, making it so that even if there are survivors of the initial blasts they will be unable to function as a country. They'll need to rebuild everything assuming they don't die from radiation, disease, starvation or other survivors.
A dirty bomb won't have the same effect and only people without protection (most civilians) will die.

Nuclear weapons are fairly controlled and clean. Overall they kill a lot, but there's not that many long term fallouts. The stronger the yeild the cleaner it even is.
Biological weapons (diseases and similar) are a completely different ballgame, as they mutate in the wild, spread uncontrallably and overall are bloody fricking bastards. Also a lot more dangerous than any number of nukes.

Well, what Russia plans to design would certainly be advanced. [I]If[/I] they have intelligent enough scientists and build the first directed-energy weapon, I think it would reach a certain level of infamy similar to the AK.
Of course, it'll probably be unwieldy as fuck, require a large power source and just generally be impractical, but still.
It's Russian, therefor an entire Western fanbase is going to build upon it and glorify it.
