Having a feeling this was asked before but why so slow? Can't they just take over and push him to the side? Same thing with the Victory Parade thing.

Before anyone jumps on the cops for excessive force, you need to realize that slow police chases are EXTREMELY dangerous for officers. Normally when a suspect wants to escape the police he will go as fast as possible. When a suspect is leading a chase at an unusually slow pace they are typically attempting to bait the police into a trap or to be shot at by a passenger inside of the car. That is why the police opted to use a SWAT vehicle to end the chase rather than potentially endangering officers' lives.

(Atleast a localized version of it) Back then they had some police cars in front of him, on the sides and behind him to slowing him down without wrecking the car. Spike strips were also used back then before every SWAT team decided to get an MRAP. It's not that they did a bad job, killed the driver or did something really stupid, they arrested him, they treated him on the spot and no other drivers were endangered. It's just... very comical having this EXTREMELY huge vehicle ramming the guy from behind with all the SWAT guys running out of the thing.

He was speeding at 60 in residential areas. This guy was huge possible threat and the SWAT van was a totally acceptable way to react to him.

He was spending a lot of time trodding around the highway to stall for time, cause a ruckus, and otherwise make sure his presence has an effect on people. Then we had the all the fun stuff where he was a direct threat to people instead of "lol he's doing like 5mph!" For the damages done to private properties, reckless endangerment of intentionally and provocotavely driving off-road and wrong-way, and if you really want to get down to it, the literal thousands of man-hours lost by people trying to get somewhere on that highway, knock the fucker off the road and make damn sure he's unable and/or unwilling to consider the option of opening fire on anybody.

Not to mention getting 8 or so cops to boxcar someone on a highway at 4PM(aka when rush hour is about to start) is highly risky and hard to do.
