Europe left it as fractionalized and economically poor as they could when they finally took their chains off of it. This is known to anyone who just takes a little time to open up a history book; it's not really a mystery.

That doesn't really explain why they're still in such a mess. The problem is the african governments hurting their own people - I assume at some point in the future we'll see a continent-wide revolution against such governments, each spurred on by the success of the last (like the arabs).
As for the thread title: No, it's not natural selection because in many ways africans are genetically superior and better adapted than europeans.

While OP is implying that there is natural selection towards intelligence, I'm quite sure that there is at least some natural selection going on.

Africa's diamonds and oil are currently being pillaged by western companies at ridiculously low taxes.
A lot of it from what I've heard is to do with Africa being divided up during the time when European empires were colonising new lands, and ended up seperating tribes and forcing other tribes to live together which just ended up driving the Continent into turmoil.

It's the same damn situation that Iraq found itself in when the colonial powers that be decided to slap together three autonomous tribal regions into a single country, except across the entire continent.
Of course, that doesn't entirely explain why they (being the collective people of Africa) can't seem to get their shit together.
