Well it makes since since our Governor-for-Life kindly appointed by George Dubya Bush 14 years ago quasi-decriminalized Weed back in 2009 for the first Offense.
Rick Perry doesn't have any votes to win as he is not running for reelection next cycle. Unless he tries for the Presidency again but I think that's unlikely.

He signed a law that removed the mandatory arrest requirement for Marijuana possession in 2007, as of this date I think like only a 5 or 6 counties out of the 250 that are in Texas have decided to roll with the new law and stop arresting people on the spot for possession.
