IIRC all cars in the game got the cheat activated, and people would fly once they hit a certain speed.
Sadly the cops didn't get a pitch-yoke like the player did and they would just drift up and off into orbit, still a great sight to see though.

More on-topic, I just saw a video of a car fly about a house high after a crash, and there was only like a small ditch to launch it. There's no need for a ramp to get a car airborne, apparently.

For those interested in the video:

Granted, I can't clearly see what really launches the car, and it did have a popped tire, but it doesn't seem like all that big a "ramp" to me.
