They're concave. A lot of statues and sometimes even paintings do it. The turrets in Portal 2 do it (I think the co-op bots as well, but they also move their eyes). It's spooky.

Meaning that the eyes don't actually move, but due to the way the light is bent, it appears like they're looking right at you, no matter the angle you're looking from? (As long as it's within ~160°, of course) ?

damn i never get why people find some of these suits appealing, like the center one in the video thumbnail
i see those fuckers around everywhere and they just look super samey and bleh. if you're going to spend thousands of dollars on a suit, you might as well try to get one that stands out.
