They have US, EU, and Asia because of latency, not segregation.

You can filter servers to be only the ones located in asia when searching for public games, so no.

That wasn't what I asked. A while back when I used to play HoN I remember reading something about the Asian HoN servers were going to be maintained by some sort of tournament league instead of S2 because of the costs or something along those lines.
Are you thinking of Garena?
HoN is free for some people in Asia, I think, but they are several patches behind.
