Deputies Jeremy Nash and Will Page were also in the area, and the three officers stopped to investigate. Deputy Nash said he had seen the three pedestrians "staggering on and off the sidewalk."
"As we approached, one of the men threw something over the guardrail," Deputy Jordan's report says. "As Deputy Nash was speaking with them, I found a beer bottle on the other side of the guardrail, half filled."
All three men were intoxicated, but they would not say which one had thrown the bottle, the report says.
"They said they had been at a party. They told us they were from Finland and in Finland it was okay to walk down the street and drink beer," the report says.
But it's not okay here in Tennessee, the deputies explained.
"We advised them they were under arrest for public intoxication," Deputy Jordan said.
"When we searched them, we found a bottle of beer, the same kind that was thrown, two cans of beer, two bottles of liquor (one empty)."
The three were taken to the Putnam County jail and booked for public intoxication. They were released a few hours later and now have a March 9 court date.
Putnam Jail records say the three are students at Tennessee Tech.
They are identified in the deputies' reports as Fredrik Arther Kreivi, 22; Matias Poutiainen, 21; and Jani Petteri Moellaeri, 23.

Ignorance of the law is no excuse, they were walking around drunk stumbling on and off the sidewalk.
What if one slipped and fell in front of an oncoming vehicle?
Being drunk in the dark around streets can present both a danger to them and to others. This law applies to everyone and they were put into the tank for a couple hours for them to sober up as is the usual routine.
They were also blatantly littering and knew it was wrong as none of them wanted to admit to it. and I am sure people from Finland are educated enough to know polluting is not ok.
Even then the most they will get is a ticket, youre acting like theyre going to jail.
