At the present time you [U]can't[/U] "solve" the problem of Malaria in any country, and it would be naive to even mention that, however it can be be controlled, which is what India has been advancing in successfully in recent years.

Polio and other assortments of diseases can be wipe out if India keep their environment clean and population vaccinated. The water there is never safe to drink. Mosquitoes is widespread. Medical care is unable to reach the poor and needy. You compare India to other nations like China and Southeast asia where Polio and Malaria is almost or completely wiped out. They are really behind times with healthcare.
