No different than the "shoot down the aircraft" approach adopted after 9/11 when suicide-terrorism gained notoriety.

I thought any person that directly threatens the life of others is already shoot on sight to any police force so what exactly is defined as an extremist here?

The ramming airplanes into buildings was a complete shock to everyone.
