mix up some dirt with chicken guts and eggs, let the dirt mix sit for a few days then strain the chicken guts out of the dirt then plant the seed. there you have it nutrient rich soil
Seedlings can do with fluorescent lights AFAIK.
or black lights
yeah fluorescent lights are best at this stage. the more of the blue spectrum of light the better. they should have light 18-24 hours a day :) hope this helps
Sunlight works to, I've heard fluorescent works better but I've always used good ole sunlight.

One thing you can do is use a combination of both. When the weather is good outside let them get some powerful sun and then the rest of the time let them sit under your lights.
