The protest was clearly dying, but the government was angry that a few people were still protesting, canceling negotiations that would possibly end the protest, which fueled the protesters substantially.
Did the government really not see that coming?

I think the coolest thing is that for the most part they're being extremely peaceful considering the amount of protesters that are participating.
