It seems his plan is to do this over and over again, keep stirring up controversy and throwing out a shit-tweet, so that everyone gets too fatigued to care anymore and he can do what he wants. All the people saying Trump headlines are stale, like he's still a meme gone old? You can be assured they never gave a shit about politics in the first place, and they're playing straight into the administration's plan for eliminating opposition.
I can guarantee now, if this new ban is just 1% less bad than the original (green card provision or something) then people will throw up their hands and begrudgingly accept it while Trump gets 99% of his end. It's highballing and he's an expert at it.
Classic Trump right here, release a mangled statement that sounds like it was said by a guy with Alzheimer's, reboot a policy the dem supreme court judges said they wouldn't allow to be passed ever, and on top of this claim there's no vetting policy in place for immigrants or refugees [i] at all[/i].

He could be actively hoping that there will be a terrorist attack in the US that can at least initially be blamed on Islamic extremism, and claim that if his Muslim ban was being enforced it wouldn't have happened. He could then use that to gain support for more policies that would provide him with more power and weaken opposition efforts.
I honestly wouldn't be surprised if he just wrote the exact same executive order a second time with "no backsies" added onto it.

He's going to set down a list of "must meet requirements" after figuring out what the countries he originally wanted to ban have in common apart from religion (which means that a bunch of poor third world countries will also be caught to muddy the waters and make him look impartial).
He'll switch tack from "keeping the terrorists out" to "inviting only the good eggs from our allied companies who are committed to making America great again". His supporters will lap it up.
Since everyone's questioning the choice of countries, he'll make it so the list on the surface atleast [I]looks[/I] impartial.
