Isn't this graph kinda useless since the bottom axis is millions of people, not percentage of age-group? So any larger age group would rank higher in the graph, despite lower percentage of users?

Not really. How many grandmas around 70+ do you know, that use the internet. I'd wager that the percentage is a tad higher just due the fact that women have a higher life expectancy.
