To be fair, the US already noticed the CPP-NPA as a foreign terrorist organization back in 2002.

That last sentence sounds Orwellian and is a recipe for McCarthyism. Saying that the state can go after somebody for 'unwittingly supporting the CPP-NPA' provides an extremely broad brief, and I doubt Duterte is above exploiting that.
