Because the minister can only actively intervene if the education-quality drops below the Dutch-minimal-standard, she is unable to take away the IUR's right to provide education. The minister has therefor stated she will develop a new law, which gives her the power to intervene in situations like these. There are different types of crimes and offenses here in the Netherlands. Some offenses can only be reported (and put into prosecution) by the actual victims of that offense. On more serious offenses, the Openbaar Ministerie, or district attorney has power to pursuit prosecution, even if the victim does not want prosecution. This is good, nor bad. There's actually arguments that go both ways.

How come you guys don't have a type of law that forces prosecutors and such to bring charges against someone who they know and have info has commited a crime?

For instance, if your parents hit you, and the neighbours film it and it goes viral, they want to let charges depend on your willingness to have charges brought. The DA in this case, cannot launch prosecution on his own. It´s a 'complaint'-case.
Apprantly it's not much of a university (No surprise; its name is "Islamic" University Rotterdam) because it does not have any university level programs and is not a member of the association of Dutch universities. This is like their versions of useless degrees like Gender Studies or Media Studies.
