Not always that they don't read -anything-, but sometimes people just skim and miss important bits. Either way people definitely do tend to post without understanding the article.
Probably just the heat.
If a mod wanted to edit the title to more clearly say which country the article is talking about that's fine. I didn't even think about clarifying.
