Unreal development kit, download it and get to making it.
Duke Nukem 3D:Redux, with bigger map limits, new types of weapons, and 90 hours of playtime (because of over-complicated mazes and bosses).
Take over DICE, and make one of the best zombie survivals ever. with ONLY slow zombies and the objective is to SURVIVE, not kill zombies and escape.
I would make an RPG that would be titled "WOODSTOCK". You will have to pick up quests from characters such as Hippy Hank, Joe Cocker's groupie No.1 and "that wierd dude over there". Missions would involve securing some high grade shit from a tent up north, getting on stage by passing the trechourous sea of bodily fluids and you could even enter LSD vision where you go into a new world where everything is acidy and stuff.
Stoner simulator. rolling joints, ripping bongs and dealing weed, faking ur medicinal license. and much more!!!
If I was given control over a highly successful video game company I would make a new Call of Duty game and make it not shit.
Then I'd spend my profits on vast amounts of dangerous and exotic drugs.

Youd start out a 18 year old kid living with your best friend in a small apartment in Berkeley CA. Fresh out of highschool the gameplay would start out rather passive slowly picking up, there would be a large emphasis on limited violence in the start, where you end up getting involved with a twisted murder plot on your mother all while trying to stay afloat in lifes daily struggles, taking life would be rarely seen but would have to be planned out properly to avoid a picky police A.I
Gameplay wise you would have very limited health and a basic limb crippling system and bleeding out damage modifiers, basically get shot once and you fall down and bleed out, game over.
I wonder if players would actually flee a fight to live another day?

My game would be a very specialized game fit for my taste in video games, so it wouldn't be a big seller. But here it is: It would be set in an zombie/post apocalyptic Earth (Generic, I know) and the objective of the game would be to survive as long as you can. The game would be played in RTS perspective, but you would make a "Main character", but can also recruit/rescue/attain additional characters and people. The game would be set in a persistent world, like a huge map of a city or state. There would be an overhead map, much like X:Com or Mount and Blade, and fighting/scavenging/interacting with the world would be done on a real time map of the area you are at on the overhead (IE: If you are at a hospital on the overhead map, when you switch to real time map you would be at the hospital). The game is open ended, and the player makes all the decisions (IE: You could barricade a place up with a lot of people, you could stay on the move and travel alone, or you could do anything else in the world). The characters in the game all have a leveling system, and points can be placed in traits and other skills that define a character and what he can do. Also, one must keep well fed and well rested. The inventory system would work much like Faces of War, or Men of War where the player chooses what all a unit has, and ammo and weapons are harder to find, to where melee weapons are all over. Also, the zombies in the game would be the slow, hard to kill zombies that mass very easily. No dumb ass zombies that can mutate and shit. But over the game would pretty much be a 3D version of Rogue Survivor, except tons of more items and the map would be much huger. Also more things to do, more traits and skills to invest in, and a better barricading system. But yeah, that's it hah.
i'd create a much more personal and deep GTA4 (basically it's an RPG FPS with inventory, like stalker, only not shit)
no loading times, you can do a variety of drugs to enhance your performance just like in that one game narc, only not shit. there'd also be a chemistry skill, so you could craft your own designer drugs at some point. the drugs would obviously have varying levels and amounts of positive and negative effect.
the drugs themselves are not only tied into the more visceral gameplay, but also enhance other things as well. for example, taking drugs with psychedelic properties (acid, shrooms, maybe MDMA, etc) would give you EXP. you could also take multiple drugs at a time.
what sets this apart from potion systems and the like from oblivion and such is that it's a completely different system. there is no drug that is consequence free, you have to administer the drug, which takes varying amounts of time and you can actually see (and have to witness, you can't skip these scenes, you might be able to move around though) your character administer the drug, first person, much like far cry 2's first aid system. depending upon your drugs skill level you'll have to play a minigame to take drugs, at higher levels it becomes second nature and your character does it automatically. also you could choose the method of consumption, which would probably effect the minigame, and would most definitely effect how the drug effects you (for example, if you eat DMT (in real life, this is an example, you'd be able to do the same in the game don't worry) you get a pleasant 2 hour long trip, but if you smoke it you get an (if not the most) intense trip that seems to last for hours but it really only lasts like 5 minutes and it's like you're sent to a completely different world.
back to gaining exp through drugs. drugs with exp gain as a secondary/tertiary/etc effect you'll only actually experience the other effects of the drug, whatever it might be, in addition to gaining exp.
but if you take drugs with exp gain as a primary effect (an honest to god psychedelic) you'll have to go through some trials or mini games that take place in your character's mind, or if they're powerful enough, they take place in the game world but the game world is completely drug warped. like if you take LSD the exp gain challenge will take place inside your character's head and for a period of time afterwards the game world will be drug warped. but if you take shrooms or smoke DMT the challenge will take place in a drug warped game world.
yes yes, a very deep and intricate drug using system. the game would be set in my area because drugs are rife here and i think it's a great setting, lots of hilly terrain (lots of very high hills where you can see for like fuckloads of miles around) and cities right across from each other.
those are really the only two constants in the game's universe. what you want your experience to be is completely up to you. almost like GTA and Postal had a baby but they got married first so it wasn't a terrible bastard game baby game thing.
before you start each game you're given pages upon pages of settings you can tweak about the game (as well as a bunch of clearly defined presets if you just wanna jump right in). these settings you tweak at the beginning of a new game control everything else besides the setting and the drug system. i'd pour millions into think tanks that would come up with and refine and mix settings just the right way so it's incredibly deep while being incredibly assessable.
so you ask, what else is there to control besides the area and the drug system? and i answer you're either a moron or too stoned. from these settings you can populate the game world in any way you want. you want a normal world? done. zombie apocalypse/outbreak? done. foreign powers invading the united states and therefor the game area? done. you want the zombie outbreak or the chinese to come after you've advanced in level to a certain point? done. you want both to happen at the same time? you want everyone to have a weapon? you want destructible buildings or indestructible? if there's an invasion or outbreak do you want the military to respond? would you want to be apart of that military response in any way you choose? fucking everything will be thought of because of these think tanks i'd be funding.
also, unlike every sandbox game in existence you can go anywhere and do anything. all these games claim you can do so but the one glaring flaw is the fact that you can't go inside most if any buildings. since there are like 3 cities 30 minutes away from my current position you'd have skyscrapers for last stands. you could lure a fuckload of zombies to the top of a building then evac in a chopper and detonate explosives placed at the base of the superstructure, therby killing a fuckload of zombies and causing awesome collateral damage to the buildings next to it. i say the collateral damage is awesome because the game is completely consistent. nothing changes in the game world unless something inside the game world actively effects it. basically everything stays damaged and debris plus other side effects of warfare would change the face of the game world as they happened. the coolest effect would be if you chose sides with the military and chose for a foreign invasion you'd step into the city and prepare for the attack. at first the city would be normal, pristine and undamaged. but as the battle commences buildings will fall, terrain will get fucked up. it'll be awesome to have that stark contrast of before and after, not to mention it would be wonderful as a game mechanic.
basically you'd end up with the perfect videogame.

An RPG that functions mostly like Wurm with the visuals and controls of Skyrim.
skyrim is truly amazing. i dunno what it is, the animation, the graphics, the visual effects, the visual overlay, the lighting... it just has so much more character than oblivion or fallout 3
it won't unless some extremely charitable rich person made it.
if i ever got rich i'd spend all my money making that game.
the only problem i see is that if there are a bunch of awesome weapons and abilities it could turn into an assassin's creed 3-4 situation where you have so much shit, so many items and abilities that you simply can't use them all because you just forget about them
