South Korean police blocked a similar leafleting exercise last month by a group of North Korean defectors, after Pyongyang said it would respond with a "merciless" military attack.

This is great, it's clearly meant to provoke the North, but in a nice way that could benefit to the few lucky enough to grab a package. They know they're going to overreact and stir shit up even if the South sent AIDS medicine.

I'm pretty sure North and South Korea were just one big happy Korea until relatively recently, so North and South Koreans share heritage, ancestry, and traditions.

1950s isn't exactly "relatively recently", and that excludes the large tensions building up to that point.

It's totally possible they don't. Nobody from the outside world gets in, so nobody with AIDS gets in. AIDS didn't come from Korea.
They do however have rampant problems with other diseases commonly associated with living in unsanitary conditions, starvation, and not having acess to basic antibiotics.

HIV is a very new disease, and didn't even start to become common before like 30 years ago. The first documented death by AIDS was in the 50's (though it had likely been born in the late 19th or early 20th century, it hadn't grown much yet). Hell, they didn't even know it was a thing until 1981, so few people had it.
So it comes from SIV in other primates in Africa, and hadn't spread to Asia before long after NK had sealed its borders after the Korean war.
In all likelihood NK doesn't have HIV.

That's a legit question indeed, but considering AIDS can be catched by blood to blood contact, it's not so likely NK doesn't have it. Hookers ([url]http://en.wikipedia.org/wiki/Prostitution_in_North_Korea[/url]), a guard noticing bit of blood on a barber wire at the border who in turn cuts himself a bit, the tiny handful of tourists, those are factors that make me highly doubt NK doesn't have aids.
