No, but I have an idea of how it could be made to do that.

simply make 10 or so different skins for each 10 multiple of health, then have an LUA script that tracks your health and changes the skins accordingly to reflect how much health you have left.

It seems you could do it slightly easier than that. I don't know too much about lua interfacing with models, but could you just do all of the effects in lua, and then put an attachment on the model?(expecting dumbs and disagrees)
