I've noticed a big drop in speed at around 8.30 pm est with my connection.
And I am absolutely 100% NOT surprised.

i want to rate this late but theres nothing that can even be done anyways since the FCC are the ones who could put an end to this but they're run by the cable companies already

also they'll just insist that its the infrastructure not their shitty network policies. its amazing that whenever google fiber goes into a city suddenly time warner or comcast can offer gigabyte internet access for the same price without building new infrastructure.

That infrastructure excuse is a big lie and everyone knows it. As soon as they get what they want they will magically speed things up like there's nothing wrong with the infrastructure.

Comcast where I am is really chill , they upgraded my download speed one day by like 25 mb for no reason
The choice here in the UK means everyone's fighting for more speed. It's pretty nice.

Comcast, Time Warner Cable, AT&T, CenturyLink, and Verizon are the biggest, I think. Maybe Charter is in that list.
There's actually quite a few ISPs around. They're just never in the same area so most people don't get much of a choice.

I've always wondered this, but isn't keeping (more) people online downloading at 500kb/s worse than having (less) people download at full speed and getting off the site?

Not really. There might be negligible extra overhead but with fat data amounts of full HD video it really doesn't matter. Remember that they don't really have bad load problems. Netflix is undercutting their cable TV and they try to get the lost profit back. It's barely a technical issue, it's a snide businesses move.

Throttling speeds won't cause a standard ICMP ping request to do that unless they drop your speeds to something near dial-up or some shit. Or they start routing you through shifty routes in an attempt to save money or something.
The one from Europe is probably one of ours, we live in the dark ages when it comes to internet here (Unless your from Dublin) ISP's here love to exploit every single penny out of you and spend as little as possible on infrastructure, 2 companies pretty much have a monopoly on the industry.
Yeah they are doing throttling because they need to keep shit functional, seriously ISP's are always oversubscribed.

I wouldn't be surprised if it's a french one tbh. Could also be t-mobile. The thing is though, there's hundreds if not thousands of ISPs in Europe. Lots of minor ones so the fight is a bit more severe and they can't really go into the whole peering thing without getting replaced.
It helps that major ISPs also have availability in most places. I think the main difference is the UK, where they do honestly not have as a good coverage.
