Its because it doesn't fit so well. The literal translation is like literally, have intercourse with the police, and only sounds right when you know the English phrase in the first place.
And "Scheiß auf die Polizei." which would be the German equivalent isn't as catchy and doesn't flow as good for a demonstration. Also "fuck the police" is a widely known theme for songs and protests and what not.
