This would look pretty great in some alt-history/cyberpunk scifi as it's an actual thing that operates, instead of the shitty artists-impression of what could low fidelity computer graphics look like that we usually get.

Converting wireframe renders to sound is a very simple way of describing it.
Give a person sound, and they'll turn it into a game.

The 96kHz audio is more of a resolution than a frequency. 96kHz is a common audio sampling rate used on dvd/blu-ray movies. It's probably the minimum refresh rate needed to produce visuals on the oscilloscope that are recognizable to humans.
Something about it is creepy as shit.
