You're right, but I feel other users might want a more detailed explaination.
So, as many of you know, there are variations of the N-word. One of them is "nigger". Even here it's demeaning and is used to describe a somewhat "thuggish" person.
The other is "negro". It is not seen as insulting at all, but as a means of denoting a person's race in a casual setting. For Russian people, it's basically the same thing as calling a Jewish person a "jew" or a person of Polish descent a "polack".
I can't see either of them being used by Putin in an official setting. Besides, people here wouldn't use "nigger" to insult a black person, mainly because there are many more amusing alternatives. Like "black-assed" ("черножопый").
No matter what Putin did or did not say, this is probably the worst foreign relations move Trump has pulled, worse than Mexico building the wall, worse than the Muslim ban proposal. Accusing someone as powerful as Putin of calling Obama the n-word is so incredibly libelous and disrespectful, I hope Putin responds and puts him in his place.

My family is Russian/from ex-soviet union, all my parents friends are Russian/from ex-soviet union.
Almost everyone Russian/ex-soviet I know who is older and not born here have referred to black people as negr/negro without any offence meant.
It's pretty common for english speakers to hear Russians say the word negro when speaking in Russian and think they're racist
