No, that's Mother.
Mother was never released outside from Japan, however, they made a Mother 2 which is essentially the same thing as mother 1 just slightly different. Mother 2 was released in NA and Europe as Earthbound.
Voice acting made me cringe.
The animation was good but fairly slow(lots of pauses) and the dialogue was just confusing. Other than that it was alright.
