Nhill Senior Constable Les Newton said the family had two small children - a toddler and a baby - and had been deeply distressed by the mutilation of their pet.
Only half of the dog's body has been found, he said, and he appealed for anyone with information to contact police.
"They are very upset," said Snr Const Newton.
He said the incident was "very worrying" for the community and the family did not know why they would be targeted.
"We've never had anything like this happen in the town before," he said.
The dog was stolen at some time last Friday night and its remains were found on Saturday morning.
Another local, who did not wish to be identified, said the family had an idea about who was responsible for the attack because they had made a threat against the dog in the past.
RSPCA Victoria chief inspector Greg Boland said whoever was responsible for the attack could face a fine of $25,000 and a two-year jail term.
He said the attack was at the high end of the animal cruelty spectrum and he had never heard of a similar case in Australia.
"It's what I would consider to be an obscene case of animal cruelty," he said.
"It beggars belief that somebody could do that sort of thing and if they could do that to a defenceless animal, who knows what they are capable of."[/quote]

The people that used to live behind my uncle caught his neighbor's cat and chopped it's back legs off at the knees and tossed it back in her yard. she took it to the vet and had it put down. these same people got busted for assloads of weed and a few grams of meth. they were selling the weed and guess what? the police hit paydirt that day, there was a roster with names of everyone they sold to.

With more people, it's more likely that there will be crazy people.
Also, in a small town (especially as low as 2000) you are likely to actually [I]know[/I] the person who did it, which makes it really creepy.

Disgusting, hopefully they are caught and thrown in jail ASAP and given treatment for their obvious mental health issues. My sympathy to the dog owners.

How the hell do you even steal a dog without the owners noticing? Maybe if they crept into the garden and took it? But that, along with the fact that someone had made a threat against the dog in the past makes you wonder about the circumstances, whether the dog repeatedly escaped or wandered around on other peoples property.
If there was a problem though they should have been in contact with animal control / the police or whatever. Cutting the dog in half is a ridiculously stupid and horrible thing to do.
That is just so utterly disgusting and it hurts to read the title alone.
