As someone who does some amateur hypnotism with friends, it's cool to see people attempt stuff like this. He does a great job at keeping the officer's focus outside of his actual offence: He makes the officer switch to english, he asks him a question which requires him to focus all of his attention off the offence, and he never leaves dead air (as in he is continuously talking) so the officer never has the time to regain his thoughts. By simply offering that suggestion of "forget" over and over, he's causing the officer's mind to try and process that information while simultaneously processing many other things. Neat trick.
I would have enjoyed the failed attempts. :)

This isn't actually so hard to believe at all. He basically just confused the bloke by making him focus on one thing and then overloading, before he could finish processing the information he said "bye" which automatically made the officer respond, while still confused and interrupting his thought process. When the officer went back to think about what he was thinking, the ticket was totally off his mind.
