Lockheed is in the same boat as Boeing. They together form the United Launch Alliance. Neither of them build their own rockets currently.

Since it would be motivated by money and dick waving between companies, it could be indefinite. The old space race was motivated by dick waving and then going "well fuck we won".

What? SpaceX have actually test fired their engine, and have built a few development versions of various hardware for their Mars plans.
I'm sceptical that ULA will do anything. They was more than content to just sit there and inflate costs with 0 innovation until SpaceX came along. They don't even use their own engines. I hope for some competition but I'll wait until ULA do something substantial first.

Boeing is just as bad, they're both turning the ULA into a joke
Considering that the ULA Altas V uses the RD-180 engine, I find it humourous that they mock SpaceX - Merlin engines are designed and built in house with material fabricated on-site and imported.
If there is ever an issue with Russia (which given the last few years is likely going to get worse), then stocking these engines for each 'non-reusable' launch will become increasingly difficult.
The only issue for SpaceX is secondary and tertiary suppliers for materials and fabrications.
If ULA suddenly changed their Atlas fleet, they would have to re-go certification for launches which costs both money and time - this can effect their launch cadence and push Government/Military contracts to SpaceX.

MIRVs are only more economical than ABM for terminal ABM. Midpoint ABM makes MIRVs uneconomic which is what the US is currently implementing.
