Stansilav Shushkevich, the former Belarus leader, discovered the document was gone while working on his memoirs.
"It's hard to believe in the disappearance of a document of such level, but this is fact," he said.
He said he believes the document has been stolen, probably with the intention of selling it to a collector.

I wonder if it just got lost in a pile of papers.
I would think they kept stuff like this a little more secured.
(Or maybe that is just the conservative part of me.)

Putin didn't have anything to do with this
North Korea are plumbing new depths trying to finds a new design for their next rocket, anything involving the Soviet Union and they are there.
Obviously Putin took it so that his Eurasian Union doesn't go down the same path.
A janitor probably spilled some vodka on it
And in a Mr. Bean-style he took the document home and now tries to either remove the vodka stains or remake the document on some random paperish stuff

1991 was a good day
Gorbachev burned it a few months later when no one was looking in accordance with their policy on state secrets
Interesting stuff, http://en.wikipedia.org/wiki/Anatoliy_Golitsyn
For those that don't know: Golitsyn was a Soviet Spy who was captured by the US, and he told us that, the Soviet Union would fake its collapse to lull the West into a false sense of security.
He made a book listing predictions about Russian foreign policy after the "supposed collapse."
Of the "194 predictions made in New Lies For Old, 139 had been fulfilled by 1993".
Of course total bullshit, but.. just sayin, its interesting.
