Not sure exactly why but Tokyo trains are always very clean so that may be part of it

Its perfectly fine on a shinkansen (they sell drinks on the train) just not on the metro where you're inches from one another.

If I was on a train packed with people I would think twice before eating/talking to friends on the phone.
