I hope they get rid of the terrorist, but I understand them. If I thought someone was going to destroy me the moment my guard was down I certainly wouldn't dismantle the only network protecting me.

He's saying that Palestine tolerates the existence of Hamas because they're the only faction in the area that's organized enough to provide some semblance of order and military might in an otherwise chaotic situation. The Palestinians have it in their head that Israel will make a move if they get rid of Hamas. I'm not saying it's a factual statement, but it is what they believe.
