My understanding of a trip relay is quite a bit different. It isn't supposed to prevent an outage, it is supposed to trip the breaker so any abnormalities don't damage the equipment on the grid after the relay's installation point. Basically it should make it easier to get the power back on because the rest of the equipment won't be damaged down the line.
During the outage, they actually got the power back on within minutes. They just had to wait half an hour to turn the lights back on because the stadium uses special lamps that can't just be flicked on and off. They had to have a cool-down period before they could be turned on again.

Well not sure what you guys are arguing about in the first few posts, but the device meant to stop a power outage actually causing one is definitely ironic.
