They're not going to throw anyone in jail based on the conviction, I would hope. Just to hold them until a proper proceeding is held.

That's not very widespread, though. I could go to my local Walmart and pick up a case of 12GA shells and they would definitely not have serials.

They point out that Holmes amassed 6,000 rounds of ammo, and had a bill like theirs been effect they would have known this. How can they be so utterly ignorant? Holmes was able to fire approximately 70 rounds of ammunition, which caused 12 deaths and 70 injuries. Holmes was unstable, but he wasn't stupid. Had a law like this been in effect, he would have just purchased a smaller amount than 3,000 rounds to not attract attention to himself.

Only thing really dangerous about spent ammo or stored ammo is that it contains lead. It would make sense in terms of hunting and just throwing the ammo away on the ground. But having a few shells in plain sight is stupid in terms of criminal action..
For example when you go to the range is wise to have a set of range clothing and decontaminate after shooting. You also breath in a lot of shit due to firing the weapon. This is why in-door ranges are expensive and require A LOT of ventilation. You're suppose to wash hands, keep ammo stored in dry boxes so you don't have to worry to much about it. Etc.
It isn't good to leave spent ammo while hunting due to the fact an animal can eat it and get lead poisoning. Then if another animal eats the tainted meat afterwards it can create more issues. Plus you don't want casings to fall or flow in to bodies of water because it can contaminate the water and ground sources eventually. Plus hunting is about nature conservation and it is just generally an asshole thing to do leave trash around.
It would be a good law if it was about nature conservation but it isn't. Its prolly just another grab at making another shitty city money in terms of fines and legal fees. I doubt any police officers will enforce such a stupid law.

How positively asinine. I have a 50BMG bullet + casing on my windowsill. It's spent, no powder, no primer, just the round and casing, and it's a souvenir from my late grandfather who flew tail gunner on a B24 in WW2. It's fucking stupid that I could get arrested and fucked over if I happened to be moving, travelling through DC, and a cop saw it.
The law needs to be repealed.

Yes. It does. Aside from the fact that our Constitution specifically grants citizens "The right to bear arms," it has to be asked if our congress can see the stupidity of banning anything even possibly related to bullets. Bullet casings are entirely benign. You can't shoot a casing. You can't stab someone with a casing. You might be able to hammer it into their temple, but that's a bit of a longshot.
Of course, if our government's decided the Constitution isn't a legally-binding document, doesn't that mean they're not legally-bound to act as a government, considering the Constitution gives them that ability? All they've got, then, is perceived legitimacy... And that disappears far more quickly than the social contract.
