If you're trying to load the link in the OP, try using the "For public" link in the searchbar on the top-left (not the big one on the top-right). That page has a direct embed from ustream.
It solved my problems at least.

Jesus fucking christ yesterday was the first time I actually get into a stream in time to see a rocket launch and they call it off, I check back today and I missed it by 10 minutes
Why does this always happen
I was watching it with my dad, and 20 seconds before launch it buffered.
I refreshed and I got a 404.
When I got it working it was 40 seconds into the launch.
