The sanctions they impose and tell everyone else to apply as well (or else they too get shafted ) are designed to cripple the country until it gives and the government can be replaced with one more aligned towards Western Democracy, so technically under the pressure of other countries they are not allowed to do their own thing. In the meantime the effects of being cut off from virtually all trade like energy shortages, famine and advancements in nuclear weapons technology in desperate attempts to tell everyone to back the fuck off and let them do their thing (and I'd like to point out they are doing a really good job at it given their lack of resources) are fantastic propaganda. Technically if China wasn't an enormous hub for [I]everything[/I] they'd be sanctioning them as well for their dictatorship government and absolutely awful human rights history. Outside of coal North Korea has absolutely nothing it can showcase to the world and leverage sanctions with so it's effectively stuck with the short end of the stick while countries like say, the UAE can have a seat and a prominent position at the UN, even though that country is just as bad as other eastern countries with human rights and both gender and racial discrimination.

And yet DRPK is a shining example of how fucking useless sanctions actually are. A government hell bent on doing X is going to do X no matter what we do...well, short of blowing said government off the map in a most literal of manners amyway. These dictators just sit there and chuckle, maybe nail the notices to their wall as if they were awards, then carry on as if nothing happened even while the civilians of that nation starve. The UN has wagged their finger and levied every sanction they can think of against DPRK and yet they continue to laugh at the UN, at the world, while bragging about/threatening with nuclear weapons that the rest of the world would rather they not have.
Their rockets are a joke right now but it is only a matter of time. A few years, couple decades perhaps. They'll eventually figure out this whole rocket science thing and when they do they'll just underline how useless sanctions actually are.
Pretty much the only thing the UN's managed to do is [i]help[/i] keep the Kims in power by pretty much artificially creating widespread famine in a country that should have bountiful harvests and ample trade. Pyongyang simply spins it a little and says 'LOOK, THE WEST, THEY HATE US, BUT WE LOVE YOU SO BUILD OUR NUKES'.

Pretty much the same basis you have by looking roughly west south west and waggling your finger at them. Pyongyang just shrugs and carries on anyway, hell I wouldn't be surprised if the notices are nailed to the office walls as if they were awards.

That is Cold War fearmongering. North Korea has stated repeatedly that while they do not like their neighbors whey will not strike first with a nuclear weapon. They're waiting for the West to fuck the sanctions and try to bring the government down with military force. I can assure you it won't be pretty.

Because outside of caving to the West (not doing whatever the fuck they want) they totally have the ability to do much else. You basically said the sanctions were worthless, then spewed propaganda that were the result of the sanctions.

the [I]UN security council[/I] has passed resolutions all saying they can't launch this shit, which basically means the combined might of the toughest nations on earth don't like what they're doing

It totally isn't Cold War fearmongering, do you really want a country like North Korea having actual leverage against "hostile" countries surrounding it (e.g. Japan and South Korea)? Because they will obtain the technology to be an actual threat eventually. I can't even begin to imagine how fucked up that scenario would be.
