That wouldn't be much of a movie. He'd be smart enough to just shoot Bond instead of reciting a monologue.

He'd be playing a villain, not necessarily Stephen Hawking. He'd probably have makeup, clothes, a wig on, etc.

I can see this working really well, he'd play the villain that doesn't go out and make a big scene, he'd be the one that no one ever sees, and those who do rarely are seen again. The kind of villain you only really see as a silhouette on a TV screen, and even then the person you see isn't really them.

This is actually a good idea.
Villains are like colors - the best match is either the direct opposite, or directly adjacent.
Stephen Hawking is everything James Bond is not. He's not fit, he's not suave, he's not sexy. But he's ridiculously smart, and James Bond, while not stupid, isn't exceptionally smart. Even his card games are very simple - baccarat, while classy, is an incredibly simple game, and IIRC the movies adapted that to poker, which is more about reading expressions than probability.
James Bond solves his problems with his fists or his gun or his dick. Very hands-on, very direct, very blunt. Q gives him gadgets, but Bond doesn't know how they work, merely how to use them.
Stephen Hawking solves his problems with his mind. He thinks, he understands. He knows how to test hypotheses - in movie terms, he won't stick with one plan even after it's obviously failed, he'll try something new. And he's actually a master of the no-lose scenario - IRL, he frequently makes bets with other scientists *against* his own theories, so he either wins the bet, or is proven right.
Fuck I want to see this movie now.

Only problem I can see with it is unless it's preeetty well done, It isn't going to be Steven Hawking's character, the James Bond villain- it's going to be Steven Hawking, the James Bond villain.
