If I had to guess that is a 10mm Wheel Spacer. Gotta get a good measurement tool to find out... if it is.

10mm thick, 4x108mm pattern... Or 4x100mm, but I'm unsure why it'd say 108mm and be 100mm pattern.
It's a Wheel Spacer. I'm not sure but I think that the measurements are 10mm Thickness, 100mm [URL="http://en.wiktionary.org/wiki/bolt_circle"]bolt circle[/URL] or BCD (4 hole pattern) and 108mm of total diameter. The 100mm bolt circle is used on Mazdas, Toyotas and Hondas. Take a [URL="http://en.wikipedia.org/wiki/Caliper#Vernier_caliper"]caliper[/URL] and measure it by yourself!

When I took the guess on how big it was I looked at that and thought "5 bucks that is him."

That would mean that there was only 4mm between the centre of the bolt holes and the outer-edge of the spacer.
