That's going to make it even harder for the actual parents to get custody back (I'll reserve judgement on whether that's a good or a bad thing).

The real question here is why being CIA is valid grounds to take custody of a child from their parents.

I read the article and it didnt say anything about whether it's standard practice to let people abuse government jobs to steal children.

It doesn't look like the parents had custody of her at that point.
