I'm thinking of writing like a short story or something
It's a crime thriller / drama about a gambling kingpin in Las Vegas who slowly becomes corrupt and his empire crumbles, ending in his violent execution. However, it's just as much a crime thriller as it is a paranormal adventure.
Completely apart from the criminals and police officers this man gets himself into, the Angels are at work as well. Since his birth, they have known his destiny, and are assigned to assure he makes it to his ethereal destination.

I'd get high and watch the movie of it, sounds neat
its a little too vague of an idea for me to formulate an opinion on it.

Apart from the bit about the angels, its sounds like Scarface, but with gambling instead of cocaine? idk maybe I'm missing something.
