Eve-Teasing. Basically a man sexually harasses a woman, but she was wearing jeans so it's her fault. Eve because of the Biblical Eve.
But it will continue on anyways regardless of the clothing.

In principle it works the same as cat calling, except that if handled badly it can quickly escalate out of control.
In Hyderabad while I was there, one such "eveteaser" hounded a girl at a bus stop for weeks and when she refused his unwanted advances he threw acid on her face. That's the level of fucked up sexual frustration has gotten to for a majority of Indian men
Combined with old school misogyny practised by the old fruitbats in our government (and exacerbated by the conservative government in power), thing won't change unless some serious punishment is dealt. Which, of course, won't happen because our judicial system works at a glacial pace and our legislative arm either continues to amend or uphold laws from the British Raj, or make laws that are so hopelessly lopsided and prone to abuse, they are immediately rendered pointless.

The reasoning behind that is wanting to keep the women isolated and not fraternising with boys or men at all. Their warped view of the world is that women are easily seduced by men into immoral acts (what with being delicate lambs that must have their virtue protected at all costs) so they see the mobile phone as a way for women to still indulge in immoral activity (talking to men who are not family).
Since its the one they can't control, banning is the only way for them to feel assured, sitting on their moral police high horses.
In tome, as computers make big inroads into rural areas, they'll go after Facebook next.
As a side note, it should be noted that Gujjars have something of a notoriety in the North for taking advantage of the governments scheduled caste and scheduled tribe welfare schemes and quotas, while mostly being corrupt as fuck.

The guy who invented the postal stamp felt very similarly about how it enabled women to communicate with whomever they wanted, without going through their father.
