Reading through the article I get what he's saying and yeah he admits it was a poor choice of words. It doesn't sound like he's at all suggesting that you enjoy rape though.

On a subconscious level this is what a lot of Indian men actually think when it comes to rape victims - that they "deserved it", that they were dressed sluttily, that they wanted to have sex anyway, etc. There are tons and tons of recorded cases of politicians, other senior police people in India making similar comments over the years as well. Ever since the horrible Nirbhaya case (the one with the brutal gangrape of a woman on a bus), a lot of men have gone dark about this sort of shit but you can always sense it being there under the surface, because they know that actually saying such complete and utter bullshit will just make everyone fucking destroy you for having such horrible ideas. A big problem is that a lot of the people currently ruling this country are old geezers who are set in their ways and beliefs and still carry that shitty '50's man's world ideology into the modern world, especially when it comes to women's issues like this.

After that, the cycle repeats, only some new person comes along to make a chump out of you, the voter. Please don't take this the wrong way Please don't twist my words, please don't call me something I am not(even though I know you all will) Is it impossible that what he meant was "If you can't fight off your attacker, then submit to it until it is over so that he doesn't kill you" it is not right by any means but even the military has language like this. If it's the difference between a rape and a murder, I would assume that submitting to hte rape and then contacting hte authorities after may in some cases be your best option for survival.

On the matter of what he said - he didn't quite fuck up his sentence structure, he just chose a very poor analogy to drive his point home which was ridiculously offensive and also ended up showing his internal views of the matter of rape, which is why he got skewered like this. He tried to back track and say that his comments were taken out of context but when you get down to brass tacks what he said, even out of context, is still very offensive.
