Do they not guard their naval bases? I've been to several United States Naval Bases and there were always guys with M16's walking around on patrol.

Wow, my town is in the news. This probably happened because the folk up here are extremely laid back and the attitude to everything seems to be 'she'll be right'. It's too hot to give a fuck, basically.
I live next-door to the China Lake naval base, and there really ISN'T the level of security you would expect at a R&D facility. One of our two middle schools is actually inside the base itself, so there is a constant flow of civilian traffic in and out during the week. All you need to get on base is an easily-obtainable day pass, or for a base employee to sponsor you for a longer-term access card. Considering that the gate guards are all hired private security, it wouldn't be that hard to gain access with a forged pass.
