Another of these "Live Action" Half-Life things?
When making these things, they have to be REALLY good, because the Bar is extremely-goddamn-high. We've seen enough Half-Life-But-Real-Life films to get tired of the ones with certain obvious issues, like the Combine being ugly and Special Effects being bad. It's bad enough that the majority of the time Half-Life's universe is used a scapegoat for storytelling, and it's always generic "Rebel's Hiding" "Rebels leaving City 17" "Rebels leaving City 17 while the Citadel goes boom", with generic HL2 enemies unfittingly thrown in set pieces that are also rather generic. None of these meaningfully expand on the Half-Life storyline, either, as like in the video, it has some generic plot that also INVOLVES Hl2 characters. The main problem, I think, with all of these, is that they're generally lazy, predictable, and boring. They're never really worth making about Half-Life, and often I feel like it's a waste of time to watch it.
That could have been a lot better, to be honest
And the Metrocops looked terrible.
oh it's one of these half-life live actions where a guy kills a bunch of dumb soldiers
What's a kid doing in there? Hasn't the field been set up so that humans can't reproduce, which is why there are no children in the HL2 universe? Even after Kleiner got it removed in Episode 1, the Citadel was destroyed. In this video, it's clearly there. Come on, details people! They make a difference.

im guessing due to the standard casual clothing it takes place during the seven hour war

Wasn't the citadel erected after the 7 hour war?

As I recall, the citadels were put in place just prior to the 7 hour war.

I don't think it takes place during the war - there are clearly Civil Protection officers in the video, who are humans who joined the police force the combine had set up within the cities, which certainly wasn't around during the 7 hour war.
Plus, the combine were in control for 20 years prior to Gordon arriving, it's safe to assume the blue civvie outfits seen in the game weren't immeadiatly introduced after the takeover.

Plus there's the sign right at the beginning that has "Nova Prospekt" and "City 17" on it.
I love how the guy gets shot and then just turns around all nonchalantly. That part made me laugh pretty hard for some reason.

that plus, the kids were kind of slaughtered / put into factories (and thus killed) so yeah
Those graphics is what you usually see on a BBC production
Not all of the kids were slaughtered, from the looks of things. Alot of the citizens you encounter ingame look like they could be in their mid 20's to early 30's.
