At least it won't be anyone at the plant unless they specifically set it off. If anyone it's the military EOD that will lose or severely discipline someone.

It won't be military that gets the blame. What happens is there are companies who take ammunition and separate the components. The explosives are recycled and the casings are sent off to the scrapyard like here.
